Namely, that democrats and a minority of republicans worked together to push progressive reforms over a republican majority. While the math basically serves as filler, Harrison does show that this was a fairly major shift in party politics at the time, breaking up party solidarity in a big way.
For a large group of republicans to consistently vote against the wishes of the speaker represents a big change. However, this new way of doing things was short lived, and less altruistic than some would let on. Harrison shows that progressive reforms were parochial, localized concerns, not moral ones. Congress members tended to vote the way their constituents told them to, meaning that southern and western representatives whose constituents had more to gain from reform formed the insurgent group.
Also, progressivism was temporary, after the era was over, most republican insurgents went back to towing the party line. Harrison's introductory chapters continually promise that this period changed the way congress operated, creating a "new American state," but in conclusion, he completely backs down from his assertions.
All that can really be said is that the progressive era temporarily upset party solidarity, and this led to a quasi-permanent, slight reduction of power in the Speaker of the House role. This change, although interesting to students of congressional history, is not really that significant, and is certainly not the sign of a "new American state" of any kind.
Harrison admits as much, leaving the reader confused as to his opening assertions. Ultimately, the book is quite skippable. It could be useful for students of congressional history. The problem is that at least one third of the book is useless filler, it is repetitive, the prose is droning and drab, and ultimately his conclusions are contradictory to his goals.
The premise and original research question is a useful and novel one -- examining congress as a key to understanding the changes of progressive reform. Yet Harrison fails to demonstrate the formation of a new state, and instead shows that progressivism, while extremely important to America in general, wasn't a huge deal in terms of changing political processes.page Web de visite
