Air Carrier Incentive Program Guidebook: A Reference for Airport Sponsors September ; http: Explains the role of Grant Assurance 22, Economic Non-discrimination, and Grant Assurance 23, Exclusive Rights, in defining permitted and prohibited practices. Explains the differences in the types of incentive programs that can be offered for two years and those that can be offered for only one year. Reiterates that payment of a cash subsidy or guarantee to a carrier is a prohibited use of airport revenue. To qualify for an incentive, the upguaging may not result in a decrease in frequencies in the market, and my not be offered on a continuing basis.
In other words, once the initial incentive period for upguaging in a specific market expires, the Sponsor may not offer additional incentives for another round of upguaging.
